HISTORY: In 2005 Maryland passed HB 407, http://mlis.state.md.us/2005rs/bills/hb/hb0407e.pdf,  a C+ graded law under the Bully Police grading system (http://www.bullypolice.org/grade.html).  This law was acceptable but lacked many important components a good law should have.  In 2008 the Maryland Legislature surprised us with a perfect upgraded law.  Congratulations on achieving a perfect A++ law! Maryland now joins Delaware, Kentucky and Florida with a perfect grade.
